Eva Witteman, 59, Binghamton, was arrested Dec. 20 on a Delaware County Court warrant for a sealed indictment charging Witteman with third-degree criminal possession of a controlled substance and second-degree criminally using drug paraphernalia. William Murphy, 55, Margaretville, was arrested Dec. 22 and charged with third-degree aggravated unlicensed operation of a motor vehicle, obstructed plate and unlicensed operator after deputies received a hit on their license plate reader. Peter Rabczewski, 32, Arkville, was arrested Dec. 21 and charged with third-degree aggravated unlicensed operation of a motor vehicle, suspended license, unlicensed operator, inadequate tail lamps and unauthorized sticker. Rabczewski was issued traffic tickets to answer the charges in Middletown Town Court.
