DELAWARE COUNTY INVITATION FOR BIDS The Delaware County Soil & Water Conservation District  (DCSWCD) in partnership with the Watershed Agricultural Council  (WAC), 44 West Street, Suite 1, Walton, NY 13856, is seeking bids  on behalf of The Uplands Center Foundation, from qualified  contractors for the CREP CSBI Buffer Planting Program. The  Uplands Center Foundation is located at 2410 Dunk Hill Rd,  Walton, NY, 13856. The planting area is approximately 30 acres in  size and includes installation of native trees, shrubs and  herbaceous plants. The expected performance dates are between  April 15 and May 15 of 2024.    Bid packages may be obtained electronically or by mail upon  request by contacting Catherine Skalda. inhabitants of the Downsville Central School District qualified to vote at School  District Meetings will be held at Downsville Central School, 14784 State Highway 30, Downsville, NY, in  the School District budget for the 2024-2025 school year.  Date of Vote  The vote upon the appropriation of the necessary funds to meet the estimated expenditures or for any  propositions involving the expenditure of money of the authoring of levy of taxes as well as the election  of a member of the Board of Education shall be held on Tuesday, May 21, 2024, in the main lobby of  the school building in Downsville, NY, between the hours of 2 00 PM and 8 00 PM.  Absentee Ballots  All eligible voters are entitled to an absentee ballot.  You are an eligible voter if you are 1) a U.S. citizen,  2) eighteen (18) years of age or older, 3) a resident of the district for at least thirty (30) days before the  vote, 4) and not otherwise disqualified to vote by law.  The District Clerk shall mail absentee ballots to  all known qualified voters of the District.  Applications for absentee ballots may also be applied for at  the office of the District Clerk.  Such applications must be received by the District Clerk at least seven  (7) days before the vote of the ballot is to be delivered personally to the absentee voter.  Absentee  ballots must be received in the office of the District Clerk of the District no later than 5 00 PM on the  day of the vote.  A list of all persons to whom absentee voters’ ballots have been issued for public inspection during  regular business hours which are between the hours of 8 00 AM and 4 00 PM.  Any qualified voter may,  upon examination of such list, file written challenge of qualifications as a voter of any person whose  name appears on such list, stating the reasons for the challenge.  Such written challenge shall be  transmitted by the Clerk or designee of the Inspectors of Election-on-election day.  Early Mail Ballots  Early mail ballots may be applied for at the office of the District Clerk.  A list of all persons to whom  early mail ballots shall have been issued will be available in the office of the District Clerk on each of the  five (5) days prior to the day of the vote except Sundays, and such list will also be posted at the polling  place or places for the vote.  Military Ballots  Applications for military ballots must be received by the District Clerk no later than 5 00 PM on the day  before the last date for transmission of military ballots, so that is twenty-six (26) days before the vote in  a regular election, or April 20, 2023.  Military ballots must be sent to the voter no later than twenty-five  (25) days before the election or April 21, 2023.  In order to be counted, military ballots must be received  by the District no later than 5 00 PM on the day of the election or May 21, 2024.  Statement of Money Required for the Next School Year  A copy of the statement of the amount of money which would be required for the next school year for  school purposes shall be completed seven (7) days before the budget hearing and may be obtained by  any resident of the District at the school during the period of fourteen (14) days immediately before the  annual meeting and election, between the hours of 9 00 AM and 4 00 PM, except Saturday, Sunday or  a holiday.  Vote for Board Members  Petitions nominating candidates for the office of member of the Board of Education must be filed with  the Clerk of the District between the hours of 8 00 AM and 4 00 PM not later than Monday, April 17,  2023.  A Five-Year Term Ending on June 30, 2024, Presently Held by Gary Champlin  Each petition must be addressed to the Clerk of the District, shall state the residence of each signer,  the name and address of the candidate, and shall describe the specific vacancy on the Board of  Education for which the candidate is nominated, which description shall include at least the length of  term office, and the name of the last incumbent.  Each petition must be signed by at least twenty-five  qualified voters, stating the residence of each signer.  No person shall be nominated for more than one  specific office.   (Petitions are available in the Main Office of the School Building.)  Additional Propositions  Any proposition that is required to be included for vote shall be submitted in writing by means S.  Department of Housing and Urban Development (HUD) for the  release of $600,000 in HOME funds under Title II of the Cranston- Gonzalez National Affordable Housing Act (NAHA) of 1990, in  accordance with section 288 (42 U.S.C. 12838), to authorize  Delaware Opportunities Inc. to undertake a project known as Home 2023, for  purposes of rehabilitation for 10 low income, single-family homes  with an estimated total project cost of $630,000. The activities proposed are Categorically Excluded under HUD  regulations at 24 CFR Part 58 from National Environmental Policy  Act requirements. This is the first tier of review in a 2-tiered process. The specific  addresses of homes are not known at this time because the  participating property owner identification process is ongoing.  Therefore, under 24 CFR Part 58.15 (Tiering) and 24 CFR Part  58.32 (Project Aggregation), HCR will use a tiered approach and  Tier 2 site specific reviews will be completed for those laws and  authorities not addressed in the Tier 1 broad review for each  address under this program when addresses become known. No  physical work will begin on properties until all levels of  environmental review are complete and found to be in compliance.  Tier 1 review addresses specific environmental factors for which  compliance has been documented, regardless of specific site  locations. It prevents repeating the same compliance factors on a  Tier 2 site-specific basis once all participating homeowners are  known. An Environmental Review Record (ERR) that documents the  environmental determinations for this project can be obtained by  accessing https   hcr.ny.gov hcr-environmental-review. Tier 2 Site Specific Review  The site-specific reviews will cover all  the laws and authorities not resolved in the broad Tier 1 review as  discussed in the ERR that is available for public inspection. Mitigation Measures Conditions Permits (if any)  Template Tier 2  forms are included in the ERR that is available for public  inspection. The Templates include the mitigation measures, conditions and or permits that will be complied with, if  applicable, at each project site that is chosen. DELAWARE ACADEMY CSD AT DELHI LEGAL NOTICE At a Regular Meeting of the Board of Education of the Delaware Academy Central School at Delhi, held on Monday, February 26,  2024 at 6 00 p.m. in the High School Media Center, the Board of Education approved a resolution to hold a Special School District Meeting  on Tuesday, April 16, 2024.  NOTICE OF SPECIAL SCHOOL DISTRICT MEETING AND ELECTION  AND AVAILABILITY OF ABSENTEE BALLOTS  Delaware Academy Central School District at Delhi  Delaware County, New York  PLEASE TAKE NOTICE that a Special School District Meeting and Election of the Delaware Academy Central School District at  Delhi, Delaware County, New York, will be held on April 16, 2024 in the lobby of the middle school gymnasium, at which the polls will be  kept open between the hours of 12 00 o’clock Noon and 8 00 o’clock P.M., Prevailing Time, for the purpose of voting by paper ballot or  voting machine upon the following bond proposition   BOND PROPOSITION – PHYSICAL EDUCATION ATHLETIC FACILITIES AND FIELDS IMPROVEMENTS  Shall the following resolution be adopted, to‑wit   RESOLVED, shall the Board of Education of the Delaware Academy Central School District at Delhi,  Delaware County, New York, be authorized to construct improvements to and to reconstruct physical  education athletic facilities and fields at the Middle School High School, including original furnishings, equipment,  machinery, apparatus, appurtenances, site improvements, and other incidental improvements and expenses in  connection therewith, at a maximum estimated cost of $3,100,000, and that $3,100,000, or so much thereof as may be  necessary, may be raised by the levy of a tax upon the taxable property of said School District and collected in annual  installments as provided by Section 416 of the Education Law; and in anticipation of such tax, obligations of said  School District shall be issued.    NOTE ON TAX LEVY  New York State building aid and district reserves will aid in funding this project resulting in no new or  additional tax impact to taxable property.    NOTE ON PHYSICAL EDUCATION ATHLETIC FACILITIES AND FIELDS   The cost of a proposed multipurpose synthetic turf  field has been donated and accepted by the Board of Education.  This does not constitute part of the proposed $3,100,000 to be financed  with the application of New York State building aid and District reserves.  SEQRA DETERMINATION   The capital project has been determined to be a “Type I Action” pursuant the regulations of the New  York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act (“SEQRA”),  which the School District has determined, will not result in a significant adverse environmental impact.  SEQRA compliance materials are  available at the Office of the School District Clerk where they may be examined during normal business hours upon appointment.  ABSENTEE BALLOTS   Absentee ballots may be applied for at the District Clerk’s Office.  The District Clerk must receive  applications for absentee ballots at least seven days prior to the vote if the ballot is to be mailed to the voter, or on or prior to April 15, 2024,  the day before the vote, if the ballot is to be issued to the voter in person.  The District Clerk must receive absentee ballots at said office not  later than 5 00 PM on April 16, 2024.  A list of all persons to whom absentee ballots shall have been issued will be available for public  inspection in the District Clerk’s Office not less than five days prior to the date of the vote during regular office hours (8 00 AM to 4 00 PM)  until the day of the election, including each of the five days prior to April 16, 2024 (excluding Saturdays and Sundays) and will be posted  conspicuously at the polling place on April 16, 2024 during the hours of the Special District Meeting.  Any qualified voter may submit a  written challenge to the qualifications of any person whose name appears on the list of absentee voters and provide reasons therefore  known to the District Clerk for transmittal to the Inspectors of Election on the date of the vote.  In addition, any qualified voter may challenge  the acceptance of the absentee voter’s ballot of any person on such list by making his her reasons known to the election inspector before  the close of the polls.  EARLY MAIL BALLOTS   Applications for early mail ballots for the Special District Election may also be applied for at the office  of the District Clerk.  A list of all persons to whom early mail ballots shall have been issued, will also be available in the office of the District  Clerk on each of the five (5) days prior to the day of the vote except Sunday, and such list will also be posted at the polling place for the  vote.  Early mail ballots must be received at said office not later than 5 00 P.M. on March 4, 2024.  MILITARY VOTERS   Military voters who are qualified voters of the District may apply for a military ballot by requesting an  application from the District Clerk at (607) 746-1306 or lkulaski@delhischools.org or in person at the District Clerk’s office.  For a military  voter to be issued a military ballot, the District Clerk must have received a valid ballot application not later than 5 00 p.m. on the twenty-fifth  day before the election.  In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving  the application or ballot by mail, facsimile transmission or electronic mail.  QUALIFIED VOTER  All U.S. citizens who have lived in the School District at least 30 days prior to the date of the Special District  Meeting are eligible to vote if they are at least 18 years old, and not otherwise prohibited from voting under the provisions of Section 5-106  of the Election Law.  The register prepared will be filed in the office of the District Clerk and will be open for inspection by any qualified voter of the  District between the hours of 8 00 A.M. and 4 00 P.M. on each of the five days prior to the election, as well as on the date set for the vote.   The register will also be available for inspection on the day of the election at the polling place in the lobby of the middle school gymnasium.  CANCELLATION   FURTHER NOTICE IS HEREBY GIVEN that in the event of a weather or other emergency which necessitates  cancellation of the April 16, 2024 meeting, said Special District Meeting and Election shall be held on April 23, 2024 at the aforementioned  time and place.  Dated  Delhi, New York,  February 26, 2024.  BY ORDER OF THE BOARD OF EDUCATION OF THE  DELAWARE ACADEMY CENTRAL SCHOOL DISTRICT AT DELHI,  DELAWARE COUNTY, NEW YORK.  Lisa A.
