Delaware County Sheriff’s Office

Jose A Juarez-Garrido, 23, Plainfield, N.J., was arrested Aug. 3 and charged with driving while intoxicated, speed in zone and unlicensed operator. He was issued appearance tickets to answer the charges in Walton Village Court.

Chance Byington, 34, Colchester, and Amanda Nodine, 34, Delhi, were arrested July 31 and charged with third-degree criminal mischief. Nodine was additionally charged with second-degree criminal contempt, accused of violating an order of protection, and fifth-degree arson. She was released on her own recognizance to answer the charge in Delhi. Byington was issued an appearance ticket to answer the charge in Delhi Town Court.

Damien M. Falconio, 39, Stamford, designated a level three sex offender, was arrested on Aug. 3 and charged with forcible touching, second-degree unlawful imprisonment, persistent sexual abuse and two counts of endangering the welfare of a child. He is being held at the Delaware County Jail awaiting a further court proceeding.

Sidney Police Department

Tony Williams, 26, Sidney, was arrested July 28 and charged with second-degree reckless endangerment, fourth-degree criminal mischief and first-degree failure to safely secure a firearm.

Andrew J. Baker, 36, New Berlin, was arrested Aug. 3 and charged with suspended registration.

Thomas M. Demuth, 34, Bainbridge, was arrested Aug. 4 and charged with second-degree aggravated unlicensed operation of a motor vehicle.

Justin J. Cirigliano, 27, Bainbridge, was arrested Aug. 6 on a Sidney Village Court warrant.

New York State Police

Andrew J. Helms, 32, Livingston Manor, was arrested by Liberty State Police on Aug. 7 and charged with fourth-degree criminal possession of a weapon and second-degree criminal possession of a weapon.

Randy L. Thomas, 41, Livingston Manor, was arrested by Liberty State Police on Aug. 8 and charged with fourth-degree larceny and second-degree burglary. He was being held at the Sullivan County Jail awaiting court proceedings.
