The daily update of COVID-19 cases continues to stay at about the same rate. According to state figures, the rate of infection upstate is actually now a bit higher than downstate, but all areas are at less than one to one, meaning the steep climb of early April has given way to a relatively stable rate.

Delaware County reported no new cases on Sunday, with a total of 68 cases reported. Thirty six people are in quarantine and test results are pending for eleven cases. Two people are hospitalized and four have died.

Otsego County Sunday reported one new confirmed case. Three people are hospitalized, four have died, and 45 have recovered. Fifteen people are in quarantine.

Across New York State, the virus killed more than 400 people since Saturday, bringing the state's death toll to nearly 17,000 people.

In his daily press conference, Governor Andrew Cuomo outlined the basic plan to reopen the state in phases if the infection rate continues to drop, followed by two weeks to assess the impact of any changes on either the number of new cases or the number of people hospitalized.
