SUMMARY:
The Rural Utilities Service (RUS) has issued an Environmental Assessment (EA) to meet its responsibilities under the National Environmental Policy Act (NEPA) and RUS’s Environmental and Policies and Procedures (7 CFR Part 1970) in relation to possible financial assistance for a proposed project by Delaware County Electric Cooperative, Inc.. The project consists of rebuilding and centralizing its operations and administrative facilities to one site, located at: 5 North Depot Street, Delhi, NY. Delaware County Electric Cooperative may request financing from RUS to construct the proposed facility. RUS may consider this funding request, thereby making it an undertaking subject to review under Section 106 of the National Historic Preservation Act (NHPA), 16 USC 470(f), and its implementing regulation, “Protection of Historic Properties” (36 CFR Part 800).

SUPPLEMENTARY INFORMATION:
Delaware County Electric Cooperative, Inc. (DCEC) proposes to consolidate and improve its existing office and operations headquarters at a single facility at 5 North Depot Street, Delhi, NY. DCEC proposes to renovate approximately 2,500 square feet of existing office space, convert approximately 1,960 square feet of existing high bay space into office space, and renovate approximately 3,400 square feet of vehicle/equipment storage space. In addition, DCEC will add approximately 1,440 square feet of new office space and 6,015 square feet of vehicle/equipment/materials storage structures. In addition, DCEC proposes other ground improvements and structures to the property located on 5 North Depot Street in Delhi, NY. Collectively, the proposed improvements will provide a safe and efficient operations headquarters as well as a welcoming member services environment.
To accomplish this, demolition of two existing structures (a shed and an existing warehouse) is required. DCEC’s existing warehouse is an 19th century train depot structure that is eligible for listing in the National Register of Historic Places. Removal of this structure would result in an adverse effect to a historic property. The EA documents the mitigation that DCEC would implement in association with this adverse effect.
As part of its environmental review process, RUS must also consider the effect of the proposed Project on historic properties in accordance with Section 106 of the National Historic Preservation Act. Pursuant to 36 CFR ¤ 800.2(d)(3), the Agency is using its procedures for public involvement under NEPA to meet is responsibilities to solicit and consider the views of the public during Section 106 review. Accordingly, comments submitted in response to the EA will be considered by agency decision makers under Section 106 as well as NEPA.
An environmental report that describes the project in detail and discusses its anticipated environmental impacts was prepared by GZA GeoEnvironmental of New York (GZA). Consistent with 7 CFR ¤1970.5(b)(3)(iv)(C), RUS has completed an independent evaluation of the environmental information and analysis performed by GZA and accepted the report as RUS’ EA for the proposed project. The EA is available for public review at the address provided in this Notice. Questions and comments should be sent to RUS at the mailing or e-mail address provided in this Notice. RUS should receive written comments on the EA on or before March 18, 2020 to ensure that they are considered in its environmental impact determination.
Should RUS, based on its EA, determine that the impacts of the construction and operation of the proposed project would have no significant environmental impact, it will prepare a Finding of No Significant Impact (FONSI). Public notification of the FONSI would be published in newspapers with circulation in the project area. Any final action by RUS related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal, State and local environmental laws and regulations, and completion of the environmental review requirements as prescribed in RUS’s Environmental Policies and Procedures (7 CFR Part 1970).

WHEREAS
, the recent rainfall and alternating warm and cold winter weather has led to very saturated soil conditions which are very susceptible to freeze-thaw action, and
WHEREAS,
roads are very susceptible to damage from heavy loads traveling over them during periods of freeze-thaw cycles, and
WHEREAS,
the Town feels it is necessary to protect their road infrastructure from damage from freeze-thaw action by limiting heavy loads on roads so designated by the Highway Superintendent as susceptible to freeze-thaw damage, and
WHEREAS,
section1660, Article 41 of the New York State Vehicle and Traffic Law provides a procedure for temporary excluding from any portion of any town highway any vehicle with a gross weight of over four or more tons or any vehicle with a gross weight in excess of any designated weight on any axle when in the town’s opinion such highways would be materially injured by the operation of any such vehicle thereon,
NOW THEREFORE, BE IT RESOLVED
that, the Town Board hereby authorizes the Highway Superintendent to post a weight limit on any roads that he feels may be damaged by heavy loads in accordance with the provisions of said law, said weight limit will be four tons maximum gross weight, including weight of vehicle and load, allowed on any axle. Axles that are spaced less than 46 inches apart, center to center, shall be considered one axle.

, 44 West Street, Suite 1, Walton, NY 13856, is seeking bids on behalf of Peter and Joelene Wahl, from qualified contractors for the Catskill Streams Buffer Initiative (CSBI) Program. The Kerr’s Creek Riparian Restoration Planting Project is located in the Town of Walton, at 2221 County Highway 23. The planting area is approximately 8.8 acres in size and includes installation of native trees, shrubs, herbaceous plants as well as the application of native seed. Sidney – Petitions are now available for residents of the Sidney Central School District who wish to be candidates for the Sidney Board of Education election or Library Board election on May 19, 2020.
