The Village of Delhi will hold a public hearing on July 20, 2020 at 6 p.m. for the purpose of hearing public comments to close out the current Community Development Block Grant (CDBG) project #320CP172-18.
The CDBG program is administered by the New York State Office of Community Renewal (OCR), and provides resources to eligible local governments for housing, economic development, public facilities, public infrastructure, and planning activities, with the principal purpose of benefitting low/moderate income persons. The hearing will provide further information about the progress of the ongoing CDBG project. Comments related to the effectiveness of administration of the CDBG project will also be received at this time. The hearing is being conducted pursuant to Section 570.486, Subpart I of the CFR and in compliance with the requirements of the Housing and Community Development Act of 1974, as amended. NOTICE OF ADOPTION OF RESOLUTION TO ESTABLISH SEWER DISTRICT
NOTICE IS HEREBY GIVEN
that at a regular meeting held on the 8th day of July, 2020, the Town Board of the Town of Middletown, New York (the “Town”) duly adopted a resolution following a public hearing, an abstract of which follows, which resolution is subject to a permissive referendum pursuant to Town Law Article 7. If a permissive referendum is sought for this district formation, the petition requesting a permissive referendum must be filed with the Town Clerk within 30 days from the date of this notice.
The purpose of Resolution # 16 of 2020 is to establish a sewer district for the Hamlet of Halcottsville in the Town of Middletown. The general boundaries of said proposed district are as follows: those properties located in the Hamlet of Halcottsville delineated on the proposed Service Area Map on file with the Town Clerk.
The improvements and/or services proposed to be made are as follows: the operation and maintenance of a sewage collection system and pump station together with a sewer main transporting the sewage to the Margaretville Wastewater Treatment Plant. The Engineer’s Report and Plan are on file with the Town Clerk.
The costs of forming the district and designing, permitting and constructing the infrastructure are funded by New York City pursuant to the Community Wastewater Management Program. The Town will not incur any expense in the formation of the proposed Sewer District and the construction of the public improvements (i.e., sewer collection system and related improvements) to be constructed within the Sewer District. The estimated cost of hook-up fees is zero and a detailed explanation of the annual operation and maintenance costs to residential and non-residential users is on file with the Town Clerk.

The following is a summary of said revenue anticipation note resolution:
1. The title of the revenue anticipation note resolution is: “REVENUE ANTICIPATION NOTE RESOLUTION DATED JULY 7th, 2020 OF THE BOARD OF EDUCATION OF THE WALTON CENTRAL SCHOOL DISTRICT AUTHORIZING THE ISSUANCE OF REVENUE ANTICIPATION NOTES IN THE AGGREGATE PRINCIPAL AMOUNT OF NOT TO EXCEED $3,000,000 IN ANTICIPATION OF THE COLLECTION OF REVENUES FROM NEW YORK STATE AND THE UNITED STATES GOVERNMENT.”
2. The revenue anticipation note resolution authorized revenue anticipation notes (the “Notes”) of the Walton Central School District (the “District”), in the aggregate principal amount of not to exceed $3,000,000 and any notes in renewal thereof, to be issued pursuant to the provisions of the Local Finance Law, constituting Chapter 33‐ of the Consolidated Laws of the State of New York (the “Law”), including, without limitation, Sections 25.00 and 39.00 of the Law. The Notes shall be issued in anticipation of the collection by the District from New York State of the amount of not less than $2,347,000 (herein called the “State Moneys”) and from the United States government of the amount of not less than $653,000 (herein called the “Federal Moneys”) (the State Moneys and the Federal Moneys, collectively, herein referred to as the “Revenues”), and the proceeds of the Notes shall be used only for the purpose of meeting expenditures payable from the type of revenues in anticipation of which the Notes shall be issued. The Revenues are due and payable in District’s fiscal year commencing July 1, 2020 and ending June 30, 2021. The amount of uncollected Revenues against which the Notes are authorized to be issued is in excess of $3,000,000.
3. The Notes shall mature within the period of one year from the date of their issuance, and the maturity date of the Notes, or any renewals thereof, will not be later than June 30, 2022. The Notes may be renewed from time to time, but each renewal shall be for a period not exceeding one year and in no event shall such notes, or the renewals thereof, extend beyond the close of the second fiscal year succeeding the fiscal year in which such notes were issued. The Notes shall not be renewed in an amount in excess of the difference between the amount of the uncollected or unreceived revenue in anticipation of which they were issued and the amount of any other outstanding revenue anticipation notes issued in anticipation of the collection or receipt of such revenue. No revenue anticipation notes have been heretofore issued in anticipation of said Revenues.
