NOTICE OF PUBLIC HEARING ON PROPOSAL FOR AN AMENDMENT TO MODIFY THE SCOPE AND INCREASE IN THE ESTIMATED MAXIMUM COST OF THE DOWNSVILLE WATER DISTRICT IMPROVEMENT PROJECT

Notice is hereby given that the Town Board of the Town of Colchester, Delaware County, will meet at the Town Hall, 72 Tannery Road, Downsville, New York 13755, on the 27th day of January, 2021, at 7 o’clock p.m., prevailing time, for the purpose of conducting a public hearing upon a proposal by said Town Board to modify the project scope and increase the estimated maximum cost for the improvement and modification of the facilities of Downsville Water District pursuant to Section 202-b of the Town Law as hereinafter described, at which time and place said Town Board will meet to consider such proposition and hear all persons interested in the subject thereof and concerning the same.
The Town Board previously approved a recommended work plan for improvements to Downsville Water District as described in the Preliminary Engineering Report dated February 2017, as amended September 20, 2019 prepared by Delaware Engineering, P.C., including construction of a new water filtration plant for the existing spring source, and including original furnishings, equipment, machinery and apparatus required therefor. The Engineer has prepared a further amendment dated January 5, 2021, for an expansion of the project scope to include the acquisition and installation of approximately 125 water meters and an increase in the estimated maximum amount proposed to be expended for the improvements to $601,476. Such original Engineer’s report as amended in 2019 and the 2021 amendment are on file in the Town Clerk’s office for public inspection.
The Town Board as lead agency has previously determined that the project as described in the original Engineer’s report constitutes an unlisted action as defined under the State Environmental Quality Review Regulations, 6 NYCRR Part 617, which has been determined under SEQRA not to have a significant impact on the environment.

The Town of Delhi is currently accepting applications for the position of Recreation Director. This position requires management of the Town of Delhi swimming pool and adjacent playground. This seasonal position runs from April 1, 2021- September 30, 2021. The hours are flexible based on the needed time for completion of required duties. Attendance at Town of Delhi and Pool Advisory Council meetings is required. On-call availability through this period is a necessity. Post-secondary education in recreation, sports management, and/or or business is helpful. Recommended skills include:
¥Knowledge and experience in public swimming pool operation and its usage, including but not limited to maintaining water quality, weekly filter maintenance, and familiarity with the Chem-trol and Hayward systems.
¥Ability to effectively supervise lifeguards and water safety instructors
¥Responsibility to set up weekly employee work schedules and facilitate operation of swimming lessons
¥Maintain required records for the municipality, department of health, and others, and present such information when requested
¥Knowledge of playground equipment and the ability to provide effective supervision to assure safe usage
¥Ability to work well with children and the general public

Project Description:
The applicant proposes to modify an existing 19.9 acre life-of-mine bluestone mined land reclamation permit to lower the mine floor elevation to 1,750 amsl in a 1.7 acre portion of a 2.9 acre drop cut and the backfill up tp 1,800 amsl at final reclamtion. The withdrawal of a supply of water up to 761,250 gallons per day for the operation of the quarry for on-site mining and dust control is also proposed. Existing authorized processing at the site includes crushing and screening, mechanical cutting and blasting. There are no changes proposed to the level of activity or mining methods for the proposed modification. The project is located on Roods Creek Road approximately 0.7 miles south of State Route 10, in the Towns of Tompkins and Deposit, Delaware County.
