BE IT RESOLVED BY THE BOARD OF EDUCATION OF THE ANDES CENTRAL SCHOOL DISTRICT NO. 2 (the ìSchool Districtî) that a special meeting of the qualified voters of the School District be and the same is hereby called to be held in the Fitness Center of the Andes Central School Technology and Bus Garage building located at 85 Delaware Avenue, Andes, New York on Tuesday, August 15, 2023 from 2:00 p.m. until 8:00 p.m. prevailing time, at which time the polls will be opened to vote by paper ballot upon the following proposition:
SHALL the Board of Education be authorized to
(1) construct, reconstruct, renovate and improve various School District buildings, facilities and sites, acquire original furnishings, equipment, machinery or apparatus required for the purpose for which such facilities and sites are to be used and pay incidental costs related thereto, at a maximum cost of $4,270,000,
(2) expend such sum for such purpose,
(3) levy the necessary tax therefore, taking into account state aid, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and
(4) in anticipation of the collection of such tax, issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $4,270,000, and levy a tax to pay the interest on said obligations when due?
The hours during which the polls shall be kept open shall be from 2:00 p.m. until 8:00 p.m., prevailing time, or for as long thereafter as necessary to enable qualified voters who are in the polling place at 8:00 p.m. to cast their ballots.
A qualified voter is one who is
(1) a citizen of the United States of America,
(2) eighteen (18) years of age or older, and
(3) resident within the School District for a period of thirty (30) days next preceding the date of the vote. The School District may require all persons offering to vote to provide one form of proof of residency pursuant to Education Law section 2018-c. Such form may include a driverís license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District may also require all persons offering to vote to provide their signature, printed name and address. Applications for absentee ballots shall be obtainable during school business hours from the District Clerk; completed applications must be received by the District Clerk at least (7) seven days before the vote if the ballot is to be mailed to the voter, or the day before the vote, if the ballot is to be picked up personally by the voter. Absentee ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on August 15, 2023.
Any person who appears on the County of Delaware Board of Elections registration list pursuant to subdivision 3 of Section 5-612 of the Election Law of New York as a permanently disabled voter shall be entitled to receive an absentee ballot by mail in the manner prescribed by Section 2018-a of the Education Law. Military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. Completed military ballots must be received by the School District by 5:00 p.m. on August 15, 2023, in order to be counted. A list of all persons to whom absentee ballots have been issued will be available for inspection to qualified voters of the District in the office of the District Clerk on each of the five (5) days prior to the date of the vote and, between the hours of 8:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the vote. Such list will also be posted at the polling place at the vote. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefore known to the Inspector of Election before the close of the polls.
BE IT FURTHER RESOLVED, that the District Clerk is hereby authorized and directed to publish a notice of such meeting in two newspapers of general circulation within the School District, four (4) times within the seven (7) weeks next preceding such School District meeting, the first publication to be at least forty-five (45) days prior to the date of the meeting. BE IT FURTHER RESOLVED, that this resolution takes effect immediately upon its adoption.

The Village of Walton will be holding a tax foreclosure sale for six properties by sealed bid. A property listing with the minimum bid amounts can be found on the Village website, villageofwalton.com, and posted at the Village Hall, 21 North St. Walton. All bids must be received at the Village Hall by 10:00 a.m. on July 27, 2023 in sealed envelopes. The envelopes need to be marked with the property address that you are bidding on and the bidders contact information. All bids will then be opened. Total payments must be paid in cash or certified checks payable to the Village of Walton and received within seven (7) days of the bid award. In cases where two or more responsible bidders submit identical bids, the Board may award the contract to either of such bidders.
