• Robert J. Stutzer, 39, Middletown, was arrested on March 5 for the misdemeanors of driving while intoxicated and seconddegree aggravated unlicensed operation. He was also issued several tickets, including leaving the scene of a property damage accident. The arrest occurred after troopers were dispatched to the Kwik Fill gas station in Unadilla for a reported suspicious person and located Stutzer. An investigation revealed that he was impaired and had also been involved in an accident on state Route 357 in Sidney. He was arrested and refused to submit a breath sample. Stutzer was arraigned in Sidney and remanded to the Delaware County Jail on $2,500 cash bail or $5,000 property bond. His next court date is March 14.

• Joseph M. Jaen, 50, Vestal, was arrested on March 6 for the misdemeanor of driving while intoxicated with a blood alcohol content of .11 percent. A trooper observed a vehicle stopped on Interstate 88 in Sidney when a passenger got out of the vehicle. The driver then moved the vehicle forward several yards before stopping again. The trooper investigated and learned that the driver and passenger had an argument before the passenger got out of the vehicle. After further investigation, the trooper observed several common characteristics associated with alcohol intoxication and Jaen was arrested. The passenger was turned over to a sober third party. Jaen was processed and released on appearance tickets returnable to the Sidney Town Court on March 28. He was then turned over to a sober third party.

• Lamine Ndiaye, 25, New York City, was arrested on March 7 for the misdemeanors of driving while ability impaired by drugs and seventh-degree criminal possession of a controlled substance. A trooper initiated a stop after he observed Ndiaye speeding on state Route 17 in Hancock. After an investigation, he was arrested for DWAI. Troopers also located suspected THC oil. Ndiaye was arrested then later released on appearance tickets returnable to the Hancock Town Court on March 11.

• Ryan T. Henchey, 35, Unadilla, was arrested on March 9 for the felony of driving while intoxicated with a prior conviction within 10 years. Troopers were dispatched to the area of Kilkenny Road in Unadilla for a one-car property damage accident. Troopers located Henchey walking down Kilkenny Road and determined he was driving under the influence of alcohol. His reportable blood alcohol content was .16 percent. Henchey was later released on appearance tickets returnable to the Unadilla Town Court on March 18. He was turned over to a sober third party.

• Jole A. Levy, 54, Unadilla, was arrested on March 10 for the misdemeanors of driving while intoxicated and third-degree aggravated unlicensed operation. She was also issued traffic citations. A trooper observed the vehicle Levy was operating stop at an intersection for several minutes then fail to keep right while on River Road in Sidney. A traffic stop was initiated and she was arrested with a reportable blood alcohol content of .18 percent. Levy was released on appearance tickets returnable to the Sidney Town Court on March 28 then turned over to a sober third party.

• LeAnne Taggart, 39, Franklin, was arrested by Delaware County sheriff’s deputies on Monday, March 11 on a criminal summons issued by the Sidney Town Court for possession of a dangerous dog in violation of the New York State Agriculture and Markets Law. Deputies say this arrest is a result of an investigation into a report of an aggressive dog in the town of Sidney. Taggart is scheduled to appear at Sidney Town Court at a later date to answer the charge.
