The proposed changes encompass Emission Units 1-DRYER and 1-TANKS only, and include the following: (1) Addition of Emission Sources WWPIT (Wastewater System Collection Pit) and RROOM (Rogers Evaporator Room); (2) addition of a regenerative thermal oxidizer (RTOXR); (3) addition of a wastewater holding tank (WWTNK) and air stripper (STRIP) that will be installed to collect and manage toluene-bearing wastewaters from upstream process equipment so that they will not be discharged to the wastewater system collection pit (WWPIT); and (4) rerouting of vapor emissions that are currently directed to the building scrubber system (VENTR and SCRB2 in series) to the regenerative thermal oxidizer (RTOXR). Miscellaneous administrative changes are also being made to ensure the accuracy of the information reflected in the permit. In accordance with 6NYCRR Parts 621.7(b)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any title V Facility Permit if it is determined not to be in compliance¬∑with applicable requirements of the Clean Air Act or 6NYCRR Part 201.
