annual public hearing, staff members from the Delaware County
Office for the Aging and Delaware
Opportunities will discuss their service places for seniors in the year
2018 and encourage input from the
seniors regarding future planning.

The Delaware County Planning Department is seeking Professional
Appraisal Services for residential
and commercial properties approved for acquisition or elevation
in the Village of Sidney, Delaware
County, NY.
The procurement of this service is
required for the implementation of
The Village of Sidney NY Rising
Flood Mitigation Plan. The project
is being funded through the Governor’s Office of Storm Recovery
New York Rising Infrastructure Program. Delaware County is seeking
to enter into a professional services
contract to provide appraisal services to establish a Fair Market
Value (FMV) for homes impacted
by flooding in 2011. Based on the
date of purchase, the FMV may require a pre-flood condition value as
of August 28, 2011 otherwise the
FMV will be based on post flood
conditions as of the date of purchase. Other services may include
conducting a desktop comparison
of two FMV appraisals to ascertain
the validity of the appraisals and
the applicable FMV of the subject
property. The desktop review will
be of various home appraisal reports, including FMV forensic appraisals predating the storm event
(Hurricane Irene, Lee or Sandy) as
well as FMV current appraisals.
The review should ensure that the
quality and quantity of guidelines
are met and that the conclusions
reached in the final report are accurate and/or appropriate.
Deliverables will include 1 printed
appraisal report with a minimum of
three (3) comparables and 1 digital
copy of the same in a pdf format.
Payments and/or monitoring/reporting will be coordinated through
the “Elation System” web-based
tracking and monitoring compliance system administered by the
GOSR and its subrecipients.
